What is the procedure for obtaining a building permit for prefabricated houses?

To obtain a building permit for a prefabricated house, a main design must be prepared.

Before preparing the main design, the designer must prepare a description and graphic representation of the building and electronically request the administrative body to determine the special conditions and connection conditions.

After obtaining the special conditions and connection conditions, the designer prepares the main design fully in accordance with the construction conditions prescribed by the spatial plan, the special conditions, the connection conditions, the Building Act, technical regulations and other regulations adopted on the basis of the Building Act, other regulations governing the requirements and conditions for buildings, and the rules of the profession.

After the main design has been prepared, the application for a building permit is submitted via the e-dozvola (e-permit) system. Confirmations of the main design are also obtained through the e-dozvola system. By confirming the main design, the public authorities establish the compliance of the main design with the special conditions, i.e. the special conditions set out in the location permit.

The special conditions, connection conditions and confirmation of the main design are determined and issued as electronic documents.

The application for the issuance of a building permit is submitted by the investor electronically.

The building permit, the use permit and the use permit for certain buildings are issued by the Ministry and by the administrative body of a large city, the City of Zagreb or a county responsible for administrative construction affairs.

The main design and the detailed design, together with the building permit, must be permanently kept by the investor, their legal successor, or the owner of the building.
